Scout Group Policies and Rules

Policy, Organisation & Rules (POR)

1st Clayton-le-Moors Scout Group uses The Scout Association's Policy, Organisation & Rules as its constitution. The rules below constitute special rules, policies and customs that are specific to 1st Clayton-le-Moors Scout Group.

No action should be taken in any event that would contravene POR in doing so.

Membership Fees (Subscriptions)

Each Section within the Scout Group charges a termly fee to each youth member.

The fee may vary between Sections, but is usually the same and should always reflect the costs of running the Section.

The fee should be paid by each member within the first four weeks of each term.

Members moving between Sections in a term must not be charged by both Sections. Usually a move happens at the beginning of a term, in which case the should make payment to the new Section. Otherwise, an agreement should be made between the Section Leaders, usually to make the payment to the Section in which the member will spend the most time.

Adults and Young Leaders are not charged subscriptions by the Scout Group.

Young Leaders at Explorers

The Scout Group will pay a portion of each Young Leader's membership fees at Explorers, subject to the following:

1. The Young Leader must attend at least 75% of meetings for each term considered.
2. The Young Leader must complete any mandatory training.
3. The Young Leader must be a member of an Explorer Unit.

The Scout Group will make payment of £10 for each qualifying term (above) that the Young Leader attends the Scout Group. This payment will be made in January of each year, directly to the Explorer Unit, for the preceding 3 terms.

Executive Committee

Meetings of the Executive Committee are subject to the following special rules:

1. The quorum at such meetings is six (6).

2. The maximum number of elected members of the Executive Committee is five (5).

Maintaining Accounts

Each Section Leader is responsible for maintaining their own Section bank account and set of accounts.

The Group Treasurer has oversight over all Section accounts, as well as the Group account.

The Group Treasurer may request a viewing of any Section account at any time, giving reasonable notice to the Section Leader.

The Scout Group financial year runs from 1st January to 31st December each year.

Section and Group accounts should be prepared for auditing each year in February, and handed to the Group Treasurer.

All accounts must be dual-authorisation as required by POR, and signatories must be unrelated to each other.


The Scout Group has the use of both the Scout Hut behind All Saints School and All Saints School Hall.

A donation should be made each year to All Saints Church in order to maintain the use of the School Hall.
